One Member / One Vote Constitutional Amendment Proposal November 20, 2006 – Revision NINE The following is a rough draft of constitutional amendments that would be required to enable one member / one vote changes to the Wally Byam Caravan Club International. This work is primarily being done at SaveWally.org. Please join our forums at SaveWally.org/forums to help us construct an amendment that would be best for the club. The intent is to change the current voting system so that all paying members will cast the final votes on any club changes and/or improvements. Both motion voting and elections will be done either by a paper ballot that will be incorporated into the Blue Beret and/or secured Internet balloting that could be adopted at any time in the future without further changes to our constitution. Specifically, the changes here change the scope of the Delegates Meeting held at the International Rally from a final decision making body to a legislative body that can work on and prepare motions to be voted on by the membership directly. Delegates will inherit traditional motions, negotiate them to the best of their abilities at the Delegates Meeting, then vote only by a simple majority (51%) to send those motions to the entire membership for acceptance or rejection. The member is then given sufficient information about the motion to be decide, along with both pro and con statements so that an intelligent decision can then be made. Sufficient time is allowed for unit members to either get together or discuss the issues by other means before any individual needs to cast their ballot. Our intent is to open this document up for a commentary period. To allow others to help research the approach taken within and find a general consensus to adopt a motion that could be worked through local units and entire regions which would ultimately put this motion up for adoption at the 2007 International Delegates Meeting in Perry Georgia. The constitution that follows is the current WBCCI constitution (available at WBCCI.org as of 10/20/2006). Any words in red with a strikethrough (strikethrough) are existing words, phrases, or paragraphs that would be removed in the proposed change. Items in blue text (blue text) are words that would be added to enable the changes we seek. Once we have a general consensus on this document, the WBCCI constitution, we will begin to work on the Bylaws to make them match the intent herein.
