In the first stunner from Region 12, Monterey Bay California passes the motion on March 16th, before the final motion and instructions were ever released from HQs.

How can you vote on a motion that is not yet released?  It does not seem to mesh with the intentions or description of proper procedure. Now there's a unit whose officers probably had their mind made up before it even was proposed. Wonder how many of all members actually voted and what the stats were in the unit vote. I think that one needs a do over.  Any language change from the motion they voted on and the final motion, it seems they never voted on a real motion afterall?
