You say in the rationale as it stands now only the IBT can change bylaws and policies. That means they are the ones that will have to approve the constitutional ammendment to give members that same power to make changes to the bylaws and policies, right? Unless, is it 2/3 of all units vote it in without going through the IBT? Or have I got that all confused? Are they likely to approve this do you think? What are you anticipating?
